Every school has a school community council consisting of the principal, elected teachers and parents. Parent members must exceed the principal and staff by at least two. Parent input is important in the decisions made by councils. Parent participation on school community councils is important. Councils prepare, adopt, and implement education plans at their school.
School improvement is the responsibility of everyone, from students and parents to professionals and public officials. As we clarify roles, expectations, and responsibilities, we increase the likelihood of each contributing significantly to this most important enterprise. School community councils are one way we can work together to make schools more successful. A council is an advisory body. All of its actions and plans are overseen by the local school board or local charter board. The tools currently available on this page, along with others being developed, are intended to encourage parent involvement and to help school community councils work smoothly and effectively.
Why should parents participate?
- Improved student success and well-being for ALL students
- Engaged parent representation in decision making will allow for greater equity
- A diverse pool of parent viewpoints helps bridge cultural gaps

Duties of the Community Council include the following:
- Develop a School TSSA plan
- Develop a School LAND Trust Program
- Assist in the development and implementation of a Staff Development Plan
- Develop a Child Access Routing Plan (elementary level only)
- Advise and make recommendations to school and District administrators and to the
School Board when appropriate - Develop a Reading Achievement Plan (elementary level only)
- Create subcommittees and task forces as needed
- Ensure Digital Safety is completed

2020-2021 Trust land Report
Goal#1: 85% of Park Valley students grades k-6 will maintain grade level benchmark on Acadience composite. 100% of Park Valley students will make progress towards the benchmark as measured by the Acadience benchmark when taken in the spring of 2021.
○ Academic Area: Reading
○ Measurement: Data taken January 2019, indicates that 83% of Park Valley students k-6 are reading at grade level benchmark as measured by the Acadience assessment. Based on this baseline data, we feel that the 85% goal is attainable. We are also working towards 100% of our students will make reading skill progress. We will use the Acadience assessment in May 2020 (possibly), September 2020, and January 2021 as measurements of progress. We will use the progress monitoring (pathway progress), phonics assessments, PAA to measure skill specific needs and growth as well.
Action Steps:
1- Give students diagnostic assessments (BPAST/ BEPA/ PAA screener) to identify specific reading skills needed.
2- All reading teachers will instruct using correct reading techniques and strategies.
3- Teacher will spend more time and focus on providing a quality tier 1 instruction.
4- Teachers will give formative assessments as students acquire and progress in their reading development.
5- Identified students will receive individualized tier 3 interventions using a paraprofessional.
6- Supplies will be purchased to help with specific targeted interventions such as manipulatives, ear phones, colored strips, incentives and intervention kits.
○ Expenditures:
■ Park Valley will spend approximately $2500 to hire two paraprofessionals to work with struggling readers on specific individualized reading interventions.
■ Park Valley will spend approximately $433 purchasing supplies, technology, and materials needed to facilitate student learning and improve reading and writing skills.
Goal #2- 70% of students will write on grade level as measured using Utah Compose rubric, Turn It In software and individual teacher evaluation.
Academic Area- Writing
Measurement: Grades 3-8 will use Utah Compose to measure progress for each trimester. (Passing score is 20 out of 30 points).
Action steps:
1- Students will write frequently (daily/ weekly) and receive specific feedback.
2- All writing teachers will instruct on correct writing techniques.
3- Students will publish writing in various forms (narrative, argumentative, opinion, and informational) and for various audiences.
4- Identified struggling students will receive targeted writing interventions with teachers or paraprofessional personnel.
Expenditures:
■ Park Valley will spend approximately $2500 to hire two paraprofessionals to work with struggling writers on the correct writing mechanics.
